Utah basketball recruit might not be able to play

Jace Tavita (SG, 6’4″, 2008) is supposed to be getting ready for his freshman season playing for Utah, but recently had his academic transcript placed under review by the NCAA:

Tavita, a 6-foot-4 all-state guard from Brighton High School, is enrolled in school and paying his own way, but is not able to practice with the team unless the NCAA renders a positive decision.

I’m not sure why Tavita is paying his own way, although it is possible he did not get offers…it happens, even to talented players. However, I wonder why the NCAA would be reviewing the transcript of, effectively, a walk-on. Wouldn’t this be a University matter?
